I don't see how that is unnecessary inventory clutter. It is necessary because of what I said above, and it is not even inventory clutter. If you're mining below Y=0, you don't need to take any regular stone with you, and you only find 2 stone types (Deepslate and Tuff), so there is less clutter than mining above Y=0.

Stone is way more usefull in the quantity you get from insta-mining than from moss-mining. One possible solution is to increase the power of the haste 2 effect.
